Key Practice Areas


  • Trade remedies. We represent foreign clients in antidumping, countervailing duties and safeguards investigations initiated by the PRC government. We also defend Chinese clients in investigations initiated by foreign governments on antidumping, countervailing duties and safeguards.

  • U.S. Section 337 Investigations. We represent both Chinese and foreign clients in their defense of U.S. Section 337 investigations. We also provide strategic advice on intellectual property and dispute prevention. 

  • Customs. We counsel clients on customs matters (including customs valuation, customs classification of commodities, transnational corporations transfer pricing, origin of goods, free trade zone affairs) and provide legal advice and on-site guidance during customs audits. We represent both Chinese and foreign clients in negotiations with the General Administration of Customs and their local counterparts in the PRC. We also represent Chinese clients and communicate with foreign customs authorities in connection with customs matters outside China. 

  • Trade compliance. We counsel clients on trade compliance matters related to export control and economic sanctions in major jurisdictions around the world (the PRC, U.S., EU, UK and Canada) and the anti-foreign sanctions laws and counteracting rules of the PRC.

  • International treaty legal advice and dispute resolution. We advise clients on matters related to the World Trade Organization (WTO), regional free trade agreements and international investment agreements, and represent clients in  dispute settlement proceedings related to the WTO, regional trade agreements and international investment.

  • Import & export laws. We act for clients in the preparation and review of contracts for the international sale of goods of various types, industries and products. Wealso advise them on maritime law and related insurance issues and represent them in disputes over international trade.


A Nationwide Leader in Trade Remedies  


Our international trade group includes some of the first domestic lawyers to engage in antidumping and countervailing duty practice in China. For more than 20 years, we have defended both Chinese and foreign companies in hundreds of antidumping and countervailing duties investigations initiated by major jurisdictions, such as the U.S., EU, China and Canada. We prevailed in the great majority of cases, obtaining zero or low duties or termination of cases. 


A Pioneer in U.S. Section 337 Investigations 


Our international trade group has handled many of the U.S. Section 337 investigations in China as a pioneer in the development of this practice area in the Chinese market. When determining a Section 337 case in 2006, the United States International Trade Commission held that JunHe’s lawyers, admitted to practice law in the PRC and New York, could have access to all trade secrets, including those of the claimant. This ruling guaranteed JunHe’s right to deliver substantial advice in connection with the Section 337 investigation and set a precedent for representation by qualified PRC lawyers and other non-American lawyers in future investigations. In 2012, the United States International Trade Commission held that JunHe’s lawyers could simultaneously act for clients in a U.S. Section 337 investigation and the related litigation commenced within China. Such determination expanded the role of Chinese lawyers in Section 337 investigations in China and the U.S.
