On July 28, 2020, the Ministry of International Trade and Industry (MITI) of Malaysia initiated the anti-dumping investigations into cold-rolled stainless steel plates/coils originating in Indonesia and Vietnam upon the application by the Malaysian domestic industry. JunHe LLP represented PT.INDONESIA RUIPU NICKEL AND CHROME ALLOY (IRNC) affiliated to Tsingshan Holding Group Co., Ltd. (Tsingshan) in responding to the investigation against IRNC. After responses to questionnaires, legal defenses and online video verifications, it is ruled by the MITI finally that the dumping margin for IRNC was negative. On April 23, 2021, Malaysian government issued an announcement, declaring to terminate the anti-dumping investigation against IRNC completely. IRNC was the only one in the investigations who has obtained the zero tax rate result (the anti-dumping rates were 8.80% to 34.82% for other Indonesian companies, and 7.81% to 23.84% for Vietnam companies.). JunHe LLP assisted its client to win a full victory in the subject investigation.

In the previous anti-dumping/countervailing cases, the PRC lawyers generally represented either their Chinese clients in responding to investigations conducted by foreign governments or their foreign clients in responding to investigations conducted by the PRC’s MOFCOM. The Case is another successful milestone for JunHe LLP to represent its foreign clients in responding to a series of anti-dumping/countervailing investigations conducted by third-party countries after the EU hot-rolled stainless steel case.
