Ms. Jiang Yingning specializes in customs law, particularly trade compliance consultancy, administrative enforcement and investigations, and criminal defense. She assists clients in difficult cross-border customs enforcement cases and has extensive experience working in customs anti-smuggling bureaus. Ms. Jiang previously worked for two prominent Chinese law firms and is a former government-appointed lawyer for the customs authorities. She has contributed to the revision of significant customs laws, regulations, and normative documents and has a thorough understanding of both customs enforcement rationale and company compliance requirements.
Against the backdrop of rising international trade uncertainty and frequent import/export regulatory enforcement actions, Ms. Jiang is one of the few lawyers who can provide clients with comprehensive trade compliance legal services. Her clients come from a variety of industries, including biopharmaceuticals, cross-border e-commerce, cosmetics, energy, food and logistics. She has supported many well-known international and domestic corporations in criminal enforcements and investigations into alleged smuggling, successfully achieving non-prosecution outcomes in many instances. Ms. Jiang provides legal services for sophisticated cross-border customs enforcement and she has exceptional skills in assisting clients with customs audits, enforcement actions and administrative investigations. She has assisted leading national and international businesses in responding to joint customs audits in multiple jurisdictions, as well as joint enforcement proceedings by the US Customs and Border Protection (CBP) and the Department of Justice (DOJ). Ms. Jiang has also helped clients navigate complicated tax issues, such as classification, royalty payments, transfer pricing and rules of origin, in administrative and criminal enforcement processes. She advises clients on customs clearance, export regulations, inspections and quarantine issues and identifies and mitigates risks in import and export operations. Ms. Jiang assists clients to develop customs compliance management systems and also delivers specialist import and export compliance training.

Ms. Jiang Yingning holds a Bachelor of Laws from China's Youth Political College and an MPA from the University of International Business and Economics.
