Ms. Kou Chunyan joined JunHe in 2022. Before joining JunHe, Ms. Kou worked in various provincial and municipal environmental protection bodies and has long been engaged in the legislative, law enforcement, judicial and research work surrounding environmental protection.
With over ten years practice in environmental law, Ms. Kou has handled more than 1,000 cases involving environmental administrative penalties, environmental administrative reconsideration and litigation, major environmental pollution criminal cases, and litigation cases regarding ecological and environmental damage, and public interest. She has won several major cases involving cross-border pollution and has handled several typical environmental cases. Ms. Kou represented a listed company in response to litigation brought by the government for ecological and environmental damage and represented a large state-owned enterprise responding to environmental claims brought by a public interest organization. She has participated in the inspection of various ecological and environmental protections organized by the central government and has abundant experience in handling major sensitive environmental cases, such as the shutdown of several small hydropower stations, the withdrawal of mining rights, and the relocation of chemical plants.
Ms. Kou has vast first-hand experience in the environmental protection industry, having provided legal services to enterprises involved in environmental protection, energy reservation and new resources with respect to their mergers and acquisitions, green financing and transactions. She has provided many industrial parks and manufacturers with EHS and EGS compliance consultations. Ms. Kou has provided financial institutions and carbon emitting companies with advice on green financing and has expertise in carbon peaking and carbon neutrality policies.
Ms. Kou is an expert in dispute resolution in administrative law and the cross disciplines of administrative and civil law and has expertise in resolving disputes between regulatory and private bodies. Due to her rich experience working for government agencies and her familiarity with the decision-making procedures of various authorities, she can provide comprehensive and efficient dispute resolution plans for enterprises.
Social Duties: Ms. Kou is deputy secretary general of the Institute of Ecology and Environment Policy and Legal Research of Sichuan Province, vice president of the Sichuan Tianfu Environmental Damage Forensic Appraisal Institute, and an off-campus tutor for postgraduate students at the Humanities and Law School of Chengdu University of Technology. She is a member of the Special Committee of Energy, Environment and Resources of Sichuan Lawyers Association, an environmental resources judicial expert of the Second Court of the Chengdu Railway Transport Intermediate People’s Court (Court of the Giant Panda National Park in Sichuan) and was one of the first think-tank experts for environmental resource trials in the People’s Court in the Chengdu High-Tech Industrial Development Zone. Ms. Kou is also the distinguished expert of the Sichuan Environmental Protection Industry Group and the ecology and environmental law expert in 16 municipalities (prefectures) including Mianyang and Yibin in Sichuan Province.
