Affiliations and Awards
Mr. Xiao was among the first group of lawyers in China to have been named by the Ministry of Justice as “Top Ten Attorneys”. He was also identified as “National Outstanding Lawyer” and “Excellent Professional of the Beijing Municipality”. He served as a delegate to the 8th Beijing Municipal Congress of the Communist Party of China, member of the Internal and Judicial Affairs Committee of the Standing Committee of the Twelfth People’s Congress of the Dong Cheng District of Beijing. He was a past deputy to the 15th Beijing Municipal People's Congress. He was a member of the Fourth and Fifth Sessions of the Issuance Examination Committee of the China Securities Regulatory Commission between 1999 and 2003 and member of the Listing Company Material Restructuring Examination Committee of the China Securities Regulatory Commission between 2002 and 2004. Mr. Xiao has served as a committee member of the First, Second, and Third Sessions of the Chinese Overseas Friendship Association and the Chinese Society of International Law, and council member of the 11th Beijing Lawyers Association (BLA). He held the office of arbitrator of the Beijing Arbitration Commission (BAC), financial arbitrator of the China International Economic and Trade Arbitration Commission (CIETAC). He formerly held the position of legal advisor to the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), legal advisor to the Ministry of Industry and Information Technology of China (MIIT), member of Beijing Municipal Committee Legal Experts Pool, member of Beijing Municipal Expert Advisory Committee on Optimizing Business Environment, expert of Supreme People's Procuratorate Civil Administrative Prosecutorial Consultation Network. He acted as the vice president of the second council of Beijing Real Estate Law Society, expert member of the Council of China PE Secondary Market Development Alliance, as well as consultant of Investment Banking Committee of Securities Association of China (SAC). He successively held the positions of independent director of Shenzhen Guangju Energy Co., Ltd., Zhong Ou Asset Management Company, China Pacific Insurance (Group) Company, Wuhan Iron and Steel (Group) Corporation (WISCO), Yantai Changyu Pioneer Wine Co. Ltd., Hua Xia Bank and Bank of Shanghai.
In 2017, Mr. Xiao was recognized by the Financial Times as “Innovation in Managing and Developing Talent”. He was named as “Managing Partner of the Year” seven times in a row and “Dealmaker of the Year” for three consecutive years by Asian Legal Business, a leading law magazine in Asia. He has been consistently rated as “Senior Statesperson” and “Eminent Practitioner” in Corporate, Securities, and Mergers & Acquisitions fields by the UK's authoritative rating agency, Chambers & Partners. He was honored with the Chambers Greater China "Lifetime Achievement Award" in 2025.
