Mr. Li has been practicing law for almost twenty years. He rejoined JunHe in 2023 and is now working in the Shanghai office. Mr. Li has accumulated extensive experience in the areas of infrastructure investment and development, energy and project financing. 

In the area of infrastructure investment and development, Mr. Li understands the characteristics and industrial processes of the infrastructure industry, and is knowledgeable of various infrastructure facilities, project investments and financing structures. He has provided legal services for the investment, development and construction of large scale infrastructure projects, such as ports, subways, roads, water supply plants, waste treatment plants, power stations/farms, gas reserve facilities and industrial parks. He is also familiar with the concession/PPP of municipal infrastructure and public utility projects. 

In the area of energy, Mr. Li has a deep understanding of the current energy regulatory environment, and the theories and practices in the industry. He provides legal services whith respect to gas supply, investment, development and construction of new energy projects (wind power, PV power, etc.), as well as energy contract management. He also regularly advises on mergers and acquisitions in the industry. 

Mr. Li also provides financing services for the development and construction of infrastructure and energy projects in terms of banking facilities, trust loans, ABS, private equity financing and asset management product financing. 

Over the past decade of his practice, Mr. He has developed and mastered unique problem-solving skills, taking into consideration both the commercial objectives of his clients and the legal environment.
