Dr. Zhou has over 30 years of legal work experience both in government and private practice. He focuses his practice on advising clients doing business with and in China, as well as resolving legal and compliance issues (e.g., compliance with FCPA and China’s anti-corruption laws) in their operations in China and the U.S. His clients include many Fortune 500 industrial and business corporations as well as international organizations and foreign law firms. He also regularly advises Chinese entities and individuals on doing business in the U.S. and has frequently served as expert witness on Chinese laws in the U.S. courts and arbitral proceedings.
Prior to entering private practice, Dr. Zhou served for seven years as Head of the International Law Division, Ministry of Foreign Affairs of China. He also served as advisor to the Chinese Delegation to the UN General Assembly and Chinese delegate to the UN Legal Committee, Outer Space Legal Subcommittee and UN Charter Committee. While in government he participated in many important negotiations and was involved in handling major judicial cases involving government agencies and enterprises in Chinese and foreign courts.
Mr. Zhou received his LL.M. (1982) and Doctor of Juridical Science degree (SJD, 1990) from Harvard Law School and is a graduate of Institute of Law, Chinese Academy of Social Sciences in Beijing.
As a practicing lawyer in the U.S. (admitted in the Federal courts of the Southern District and Eastern District of New York) since 1993, Dr. Zhou is a member of the Bar of the City of New York. He also qualified as a Chinese lawyer in 1993 and a member of the All-China Lawyers Association.
