Before joining JunHe’s Qingdao office Mr. Liu worked at colleges and universities, news agencies and state-owned enterprises. He has also served at the legislative affairs office of the government and has accumulated vast experience in this area. He began practicing law in 1998 and has been a director and a chief representative at various law firms.
Mr. Liu focuses on investment projects, key projects and major infrastructure projects, as well as land planning, cooperative developments and construction of large-scale real estate projects. He has been involved in project M&A and restructuring, and public-private partnership (PPP) involving the government. He has also served as the legal counsel to BOT projects, in respect to the longest cross-sea bridge in China, a subsea tunnel project, subway projects, sports centers, and the construction of a Central Business District.
Mr. Liu has extensive experience in representing clients in administrative reviews and administrative proceedings. He has successfully dealt with litigation and non-litigation aspects including the recovery of creditors’ rights, non-performing assets and the disposal of unduly finished projects in the finance industry. He also successfully assisted in releasing financial institutions from the liability of payment or compensation in cases involving private lending or fund raising fraud.
In recent years, Mr. Liu has been active in exploring and practicing in the areas of equity design, wealth management and enterprise heritage for family businesses.
