Mr. Chen is a counsel currently based in the Shanghai office of JunHe. Before joining JunHe, he served as the Deputy Division Chief of the Legal Department and as a government lawyer for Hangzhou Customs.
Mr. Chen spent nearly 18 years working in various legal-related positions at the General Administration of Customs of the People's Republic of China (“GAC”) and its regional offices at all levels, where he handled or supervised different types of Customs business, including but not limited to: administrative investigation, customs taxation, supervision of processing trade, and intellectual property rights. He also participated, actively and closely, in the drafting of numerous decrees and regulations for the GAC.
He has dealt with over 600 Customs penalties, and has heard dozens of administrative reconsiderations concerning Customs valuation or determination of goods classification (HS codes). He has also appeared in dozens of administrative proceedings on behalf of the GAC.
