Mr. Chen is a counsel currently based in JunHe’s Shanghai office. Before joining JunHe, he worked as the Deputy Division Chief of the legal department of Hangzhou customs and as a government lawyer.
Mr. Chen has almost 18 years’ experience working in various legal-related positions at the General Administration of Customs of the People's Republic of China (“GAC”) and its regional offices, at all levels. He handled or supervised many different types of customs business, including but not limited to administrative investigation, customs taxation, supervision of processing trade, and intellectual property rights. He also participated, actively and closely, in the drafting of numerous decrees and regulations for the GAC.
He has dealt with over 600 customs penalties and has heard dozens of administrative reconsiderations concerning customs valuations or determination of goods classifications (HS codes). He has also appeared in dozens of administrative proceedings on behalf of the GAC.
