From 1987 to 1989, Mr. Xiao practiced as a lawyer at the China Legal Affairs Centre and held the position of director of the Centre’s Hainan office. JunHe was established in 1989 with Mr. Xiao as a founding partner.
While at JunHe, Mr. Xiao has served as a legal advisor to the Ministry of Industry and Information Technology of China (MIIT) since March 2018. He also has served as a legal advisor to the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) since 2017. Mr. Xiao was a member of the Fourth and Fifth Sessions of the Issuance Examination Committee of the China Securities Regulatory Commission between 1999 and 2003, and a member of the Listing Company Material Restructuring Examination Committee of the China Securities Regulatory Commission between 2002 and 2004. He successively held the positions of independent director of Shenzhen Guangju Energy Co Ltd, Zhong Ou Asset Management Co Ltd, China Pacific Insurance (Group) Co Ltd, Wuhan Iron and Steel (Group) Corporation (WISCO), Yantai Changyu Pioneer Wine Co Ltd and Hua Xia Bank. He was elected as a delegate to the 8th Beijing Municipal Congress of the Communist Party of China and a member of the Internal and Judicial Affairs Committee of the Standing Committee of the Twelfth People’s Congress of the Dong Cheng District of Beijing. He was also appointed as a committee member of the Chinese Overseas Friendship Association and the Chinese Society of International Law, and an Arbitrator at the Beijing Arbitration Commission and a finance arbitrator at the China International Economic and Trade Arbitration Commission. He became a Legal Expert of Beijing Dongcheng District in 2020.
Over the course of his legal career, Mr. Xiao is among the first group of lawyers in China to have been named by the Ministry of Justice as one of the country’s “Top Ten Attorneys”, a “National Outstanding Lawyer”, an “Excellent Professional of the Beijing Municipality”, and a member of Beijing Municipal Expert Advisory Committee on Optimizing Business Environment. In 2018, Mr. Xiao was elected as delegate to the Fifteenth Beijing Municipal People's Congress. In 2017, he was recognized by the Financial Times for “Innovation in Managing and Developing Talent”. He was awarded for “Managing Partner of the Year” in 2009, 2013, 2016, 2017, 2018, 2020 and was named as “Dealmaker of the Year” for three consecutive years by Asian Legal Business, a leading law magazine in Asia; “Leading Attorney in Corporate, Securities, and Mergers & Acquisitions” in Global Leading Lawyers by Chambers & Partners.
